Vientiane Province Water Supply Master Plan Development Project

Project Description
Preparation of a groundwater development master plan for Vientiane Province to address the problem of water scarcity and poor quality and polluted water that resulted to high morbidity among the population and high infant mortality.

In Vientiane Province, the villagers used dug wells as their main domestic water sources. However, most of the dug wells usually dried up during the dry season. The water was also polluted due to the infiltration of domestic waste and livestock excreta resulting in high morbidity. The infant mortality rate was so high that it had become a serious social problem. Villagers were obliged to secure their domestic water by carrying water from distant villages.

Although the Lao Government established a large-scale hygiene and sanitation plan with the objective of raising the water supply ratio in rural areas to 40%, development in the field of public health was slow in comparison with the country's economic growth. Under these circumstances, the Lao Government proposed a groundwater master plan development in Vientiane Province and requested grant aid assistance from the Japanese Government. The scope of the Project was to develop a master plan and then to implement the water supply systems (Level I/II) to 52 villages and a maintenance center building for operation and maintenance of the completed water supply systems.

Scope of Services
NJS conducted a master plan and a feasibility study including strategies for development of potable water, and studies for the design, construction and O&M of water supply facilities from water supply source to consumer meter; water site surveys and investigations, water quality sampling and analyses; prepared the basic design including development and implementation of a computer model for demand and supply and the water network system, a water loss reduction program, detailed design and tender documents; and provided construction supervision.
