Water Supply and Sanitation Sector Study

Project Features
Formulation of a development program for Jamaica on water supply projects that will improve the water sector performance to achieve the goal that by 2010 all Jamaican households, rural as well as urban, have access to potable water and adequate sanitation; Survey on social, institutional and environmental issues; assessment of the existing condition of the water and sanitation sector in Jamaica to formulate future projects in the sector as well as to make recommendations for improvements.

Scope of Services
Review and evaluation of current practices and functional diagnosis of existing water supply and sanitation facilities covering O&M method, institutional set-up, financial management system (cost recovery and tariff schedule) and its performance; preparation of improvement plan, i.e. business plan to attain sustainable financial management considering beneficiaries' paying capacity and cost recovery, capacity development and institutional restructuring and strengthening together with legal/regulation charges; introduction of appropriate accounting system.

Technical Cooperation Project for Capacity Building of Water Maintenance

Project Features
Improvement of the water system of the National Water Commission to ensure effective, adequate and safe supply by proper operation and maintenance of all water facilities; Capacity building of NWC staff for operation and maintenance of water treatment plants, water quality management and water supply management; application of the improved systems and technologies to the pilot water treatment plants for replication to other treatment plants.

Scope of Services
Development of manuals and training programs; identification of problems and difficulties of operation and maintenance, condition of facilities and logistics, Conduct of training programs including on-the-job training to improve the management of water treatment, water quality and water supply.
